  1. specialist knowledge in the areas of

    a) general administrative law,

    b) procedural law,

    c) law of public-law compensation.
  2. Special knowledge in two areas of special administrative law, one of which must be chosen from the following areas:

    a) public building law,

    b) tax law, insofar as the

    c) commercial administrative law (trade law, handicrafts law, economic development law, restaurant law, mining and energy law),

    d) environmental law (immission control law, waste law, water law, nature and landscape protection law),
