All criminal convictions – not only for road traffic offenses – are recorded in the Federal Central Criminal Register (BZR). These include coercion in road traffic, unauthorized removal from the scene of an accident and drunkenness in traffic. Administrative offenses (speeding, running a red light, parking violations, etc.), on the other hand, are not recorded in the BZR. The BZR entries can be viewed by courts and law enforcement authorities, including the police, and thus negatively influence other proceedings.
The BZR is distinct from the certificate of good conduct, which employers often request to be presented when applying for a job. This certificate only records convictions for fines of more than ninety daily rates, as well as imprisonment or detention for a period of more than three months.
The two registers should not be confused with the Central Register of Traffic Offenders in Flensburg, which is maintained by the Federal Motor Transport Authority. This is where the famous points are recorded for all traffic violations starting at a fine of €40. Incidentally, driving time violations are currently not entered in either the BZR or the central traffic register.
