The utility and service charge statement must be prepared and submitted within one year. Formal and substantive requirements must be observed.
For a single-family house, the formal requirements are not an end in themselves. Therefore, only a landlord of average understanding must be able to understand the statement, so that no conversion key is required if only total costs are incurred and stated anyway.
